Introduction

NeighborVision is a Christian mission agency strengthening neighborhoods by encouraging faithful relationships.

Our goal is to promote better homes and neighborhoods by encouraging a faithful commitment between individuals.

We provide matching funds for part-time, short term ministries. The short term ministries are six months to three years, and the part-time commitment is one hour a month.

Our members choose a person they wish to encourage from their own neighborhood or from a foreign mission field, and we provide matching funds and ministry materials to assist them in ministry.

In the first year of ministry we typically provide $100 in matching funds. Our members use these funds to pay ministry expenses. A ministry expenses could be any activity or materials that would encourage their neighbor in spiritual growth.

We assist the missionary (candidate) develop a ministry plan which is then submitted to the NeighborVision mission board.

We provide materials, programs, and general support to our members as they work to strengthen the faithful relationships between individuals in the community. Most of our members are working in one on one ministries of service and encouragement.

Budget Management

NeighborVision and its members manage budget accounts.

A budget account is a neighborhood endowment. The endowment promotes better homes and neighborhoods for the designated receivers of the endowment.


Sources of Funding

There are three types of source accounts.

  • Primary accounts
  • Secondary accounts
  • Access accounts

All funds are placed into one of the three categories of source accounts.

Primary Source

These are funds the budget manager has contributed.

  • Community Fund
  • Reserve Fund
  • Support Fund
  • Undedicated Fund
Secondary Source

These are funds that others (co-sponsors) have contributed.

  • Community Fund
  • Reserve Fund
  • Support Fund

 

Secondary funds are matching funds. These funds match the primary contribution, 30/70 or 70/30 or 100/00. The matching rate is named in the dedication list when the account is opened.


A NeighborVision member is the budget manager of the primary, secondary, and access accounts. The member supervises the accounts according to the purpose described in the dedication list.

Co-sponsors may inspect original receipts and account records.


Primary Source

Only the budget manager contributes to the primary fund.


Secondary Sources

Secondary funds are available in funding rates of 30%, 70%, and 100%.

Contributions by co-sponsors must be placed into a secondary account.

Example: If a 70% secondary account had a balance of $200 and the primary fund had a balance of $30, then the total that could be transferred to the access account would be 100 dollars. The $100 is a combination of $30 from the primary and $70 from the secondary account.

Example: If a 70% secondary account had a balance of $200 and the primary fund had a balance of $15, then the total that could be transferred to the access account would be 50 dollars. The $50 is a combination of $15 from the primary and $35 from the secondary account.

A budget manager cannot accept contributions from their spouse or from family members under the age of 18.

A budget manager cannot accept contributions from their second neighbor (a neighbor who is specified by name as a receiver of an encouragement fund, administered by the budget manager). 

There is one exception to the previous rule. The budget manager may receive reserve funds from his second neighbor if his second neighbor is also his associate. 

A secondary account may be opened by a co-sponsor but no funds may be withdrawn until a budget manager is named by the co-sponsor and confirmed by NeighborVision.


Access Source

Access funds, also known as service funds, are funds made available to the receivers as named in the dedication list. These are primary and secondary funds combined.

Example: The budget manager combines $15 from a 30% primary account and $35 form a 70% secondary account and places the sum of $50 into the receiver’s access account.


The budget manager places a portion of the total funds available into the access account. When the receiver has used those funds and submitted receipts, the budget manager may place additional funds into the access account.

Funds from an access account managed by a first neighbor may be given to an account managed by a second neighbor. The funds must be placed in the second neighbor’s secondary account.

Sub-accounts

Within each of the source accounts there are one or more of the following sub-accounts.

  • Community Funds
  • Reserve Funds
  • Support Funds
  • Undedicated Funds


Community Funds

Vested community funds may be used only for community item such as:

  • Items required by the receivers and listed on the dedication list.
  • Books and printed materials for the dedicated receivers and purpose.
  • NeighborVision fees or NeighborVision programs for the dedicated receivers.

OR

The funds may be contributed to other community funds, reserve funds, or support funds.



Reserve Funds

Reserve funds are used to aid and assist an associate.

Associates are NeighborVision members who choose to work in pairs for one or two years, each having reserve funds to aid and assist the other. To promote a chaste decorum NeighborVision requires associates to work, men with men and women with women.

The dedicated purpose of a reserve account may not benefit the budget manager, the manager’s spouse, or family members under the age of 12.

Reserves funds may be used to assist your associate with items such as:

  • Emergency travel
  • Foreign medical aid
  • Foreign bureaucracies
  • Shelter
  • NeighborVision support fees
  • Other items required by your associate

To qualify the expense must be in the nature of emergency assistance, or otherwise named in the dedication list. The D-list may limit non-emergency expenses, i.e. non-emergency expenses not to exceed 20% per expense report or not to exceed $30 (receipted) per calendar month, which ever is greater.

On the dedication list of reserve accounts, you name a rededication date. After that date you may transfer your reserve funds to a new reserve account or support account, naming a new associate or new receivers.

You should maintain a reserve balance approximately equal to the reserve balance of your associate, which you have named on the D-list.

Each reserve dedication list may name only one receiver.


Support Funds

Vested Support funds may be used only for support item such as:

  • NeighborVision fees.
  • NeighborVision printed materials.
  • NeighborVision programs.
  • NeighborVision retreats.
  • Other support items pre-approved by NeighborVision.

OR

The funds may be contributed to the support accounts of other NeighborVision members, within the limitations of the dedication list.

Support expenses, such as monthly fees are paid from your support funds.


Undedicated Funds

Undedicated funds may be used by the account manager for any purpose. These funds are the manager’s personal property and may be withdrawn from NeighborVision at any time.

Vesting

Vested funds are contributions within an account that are wholly committed to that account. They may not be used for any other purpose. They may not be transferred to an undedicated fund except as reimbursement for expenses allowed by the dedication list.

All funds in secondary accounts are vested.

Primary funds are vested to the extent that they are matched by secondary funds.

The Vesting Equation: If the primary rate, plus the secondary rate, equals less than one hundred (percent), the vested portion of the primary fund is zero.

If he primary rate, plus the secondary rate are equal to or grater than one hundred (percent), then the following equation applies.

The vested portion of the primary fund is equal to the secondary balance divided 
by –  the secondary rate, divided by; one hundred (percent) minus the secondary rate.
  vp = sb / ( sr / ( 100 – sr ) )

The "sr" function of the equation above may be two or more secondary rates, combined – if combining is allowed by the dedication list.

          Example number one:
          When a 30% primary account has a balance of   ...... $100
          and the 70% secondary fund has a balance of   ........ $35
          then the vested portion in the primary account is  ..... $15

         Example number two:
         When a 70% primary account has a balance of   …… $100
         and the 30% secondary fund has a balance of   ........  $15
         then the vested portion in the primary account is  ..... $35
         
         Example number three:
         When a 70% primary account has a balance of  …... $100
         and  the 70% secondary fund has a balance of  ….... $35
         then the vested portion in the primary account is  .... $15

Primary funds with a matching rate of 100% are an exception it the vesting equation. All funds in those accounts are vested.


Closing an Account

When a member close an account the unvested balance is returned to the member as personal property.

Vested primary funds, laps to the gleaning fund named by the manager in the dedication list.

Secondary funds are distributed according to instructions in the dedication list.
When a member opens an account they may choose one of the following methods of closing the account.


Distribution by Name

The member names the people who will receive the secondary funds, and the percentage each is to receive.


Distribution by Proportion

The secondary funds are distributed to the co-sponsors in proportion to their contribution over the last 12 months. Each account that contributed will be considered as an individual co-sponsor. To be eligible, the contribution must have been given through a NeighborVision account, and that account must be open at the time of distribution. No co-sponsor may receive a refund greater than the co-sponsor’s contribution over the previous 12 months. Any portion less than $40 lapses into the gleaning fund named by the manager in the dedication list, and any residual lapses into the gleaning fund.


Fees

The closed account is charged a $45 distribution fee. The first six distribution checks are without additional charge. The account pays $15 for each additional check.


Closing Other Accounts

There are no fees for the following distributions.

Support funds must be distributed a support accounts.

Reverse funds must be distributed to reserve or support accounts.

Undedicated funds may be used by the account manager for any purpose. These funds are the manager’s personal property and may be withdrawn from NeighborVision at any time.


Closing an Account in the Event of Death

In the event of the death of the budget manager, the balance of the secondary account is distributed to the assignees according to manager’s instructions in the dedication list.

In the event of the death of the receiver(s) the balance of the primary account is distributed to the budget manager. The balance of the secondary is distributed to the closing assignees according to the manager’s instructions in the dedication list.


Guarantee of Accessibility

We will refund any contribution a member has made to any of their accounts, less any deductions they authorized, if their mission board believes we have placed restrictions on the use of those accounts that are less than generous.

Undedicated funds may be used by the account manager for any purpose. These funds are the manager’s personal property and may be withdrawn from NeighborVision at any time.


Gleaning Funds

The gleaning fund is named by the manager in the dedication list. The function of the gleaning account is to receive funds that lapse from other NeighborVision accounts. An example of this is when a secondary fund closes and the balance is less than $40. That residual lapses into the gleaning fund.

Each dedication list, names three gleaning funds. If gleaning fund number one closes for any reason, then gleaning fund number two is the next eligible receiver.

The m
onthly account fee is $3.

For the first year, your neighborhood may contribute $2 a month to reduce your account fees. Ask your neighborhood coordinator if you need account fee support.

Most members also receive contributions for their ministry work from the NeighborVision mission board. For more information see Who Would You Like to Encourage? You may also receive secondary funds from friends, family, and other co-sponsors in your community.

Additional Encouragement 1.0 Accounts, including 18 sub-accounts, are $2 a month.


Dedication List

No receiver or purpose may be added after the opening date.

NeighborVision may place restriction on the dedications list at the time of opening.

The maximum secondary balance and the maximum yearly expenditure are set when the account is opened and may be adjusted plus or minus 15% per year, with the exception that no existing balance is decreased by a change to the limits.

Circle of Friends

A circle of friends is a subgroup in NeighborVision, including one member and their first, second, and third neighbors, plus a fourth, fifth, sixth, and seventh neighbor, for larger circles. The last person in the string, completes the circle by creating a link to the first person in the circle. Each person in the circle is the first neighbor of the next person down the string, and each person in the circle is the second neighbor of the next person up the string. A first neighbor names his second neighbor as a receiver in one of his accounts and gives him general assistance and encouragement.

The second neighbor, who is receiving this assistance, cannot name a first neighbor as a receiver in any of his/her budget accounts.

Each person in the circle gives general assistance and encouragement to the next neighbor down the string.


Receipts

The budget manager must maintain receipts for 4 years.

Photo copies of receipts must be submitted with expense reports.

Expense items submitted to NeighborVision more than 5 months after the purchase date will be discounted 20%. An additional 20% is discounted for each additional month the receipts are late. Expenses that exceed the available balance may be submitted the following month. Resubmitted items are subject to the same discount as late items, based on their original purchase date. Unless otherwise indicated by the budget manager, expense items are considered in chronological order. Expenses that predate the opening of the account by 3 months are not eligible for compensation.

Un-receipted items are items without a receipt and also items that are negotiable such as postage stamps, gift coupons, and travel checks.

Credit card receipts are required for refundable travel tickets.

Canceled checks are not accepted as receipts.


Pre-authorized Fund Transfers

The budget manager may asked NeighborVision to make regular periodic contributions form his/her vestry.

To stop or discontinue a transfer we must receive the manager’s written request 15 business days before the contribution is scheduled to be paid.
