access account  See: access fund.
access fund n.  one of three categories into which sub-accounts may be grouped The three categories are, primary accounts, secondary accounts, and access accounts. Primary and secondary accounts are incoming funds. They are contributions. Those funds are matched together and placed into an access account. Only the end receiver may withdraw funds from an access account. Access accounts are outgoing funds. SYN: service fund. See: receiver, Outline of Source Accounts.

account source  See: source account.

associates in ministry n.  NeighborVision members who choose to work in pairs for one or two years; each has a reserve fund to aid and assist the other member. To promote a chaste decorum NeighborVision requires associates to work, men with men and women with women. Abbr: assoc. SYN: colleagues in ministry. See: reserve fund.

budget account  See: budget fund.
budget expenses n.  an expenditure for the purpose, the goal, named in the dedication list.
budget fund n.  any account in NeighborVision, including neighborhood accounts and encouragement accounts. SYN: budget account. 
budget manager n.  any member of NeighborVision who oversees a budget fund. SYN: sponsor. See: first neighbor.
circle  See circle of friends.
circle of friends n.  1 a circle of friends in which each person encourages the next person in the circle. 2 a subgroup within NeighborVision, including one member and their second, third, and fourth neighbors, plus fifth, sixth, and seventh neighbor, for larger circles. The last person in the string, completes the circle by creating a link to the first person in the circle. Each person in the circle is the first neighbor of the next person down the string, and each person in the circle is the second neighbor of the next person up the string. A first neighbor names his second neighbor as a receiver in one of his accounts and gives him general assistance and encouragement, but the second neighbor cannot name a first neighbor as a receiver in any of his budget accounts. Each person in the circle gives general assistance and encouragement to the next neighbor down the string. See: first neighbor, second neighbor.
close friend n.  a strong faithful relationship. See: general friend.
closing assignees n.  the people the budget manager has named in the dedication list, who receive any funds remaining in an account, after the account is closed.
combining account  See: matching fund.
combining fund  See: matching fund.
community account  See: community fund.
community fund n.  one of four types of sub-accounts. A NeighborVision account that is dedicated to specific people and for a specific purpose named in the dedication list. Example: inspirational books, printed materials, concerts, church retreats, and other items for Jack and Jan Summers. SYN: ministry fund; ministry account; community account. See: sub-account.
conditional funds  See: conditional sub-account.
conditional sub-account n.  any secondary sub-account that is limited by the dedication list so that it cannot combined its funds with other secondary accounts. A conditional sub-account can only combine its funds with one or more primary accounts within the same budget fund, to equal a matching rate of 100%.

contributor n.  any person who gives to a budget account.

co-sponsor v.i.  to contribute to a secondary account: My uncle co-sponsors the receivers. He co-sponsors my second neighbors.  n. a person who contributes to a secondary account.
co-workers n.  a subgroup within NeighborVision including a first neighbor and all their second neighbors: Jerry and I are co-workers. See: second neighbor.
dedicated funds n.  all funds in a primary community account. The funds may be vested or un-vested: The sponsor dedicated funds and the co-sponsors contributed thirty percent.
dedication list n.  a document filed with NeighborVision that describes the purpose, the goal, of a NeighborVision account and names the receivers, the closing assignees, and the gleaning fund. SYN: D-list.
D-list  See: dedication list.
eighth neighbor n.  1. the eighth person in a circle of friends.  2. any person who is specified by name as a receiver of an encouragement fund, which is managed by a seventh neighbor. See: first neighbor.
encouragement account n.  a NeighborVision account managed by an individual member to pay expenses for the purpose and receiver(s) named in the dedication list. SYN: encouragement fund.
encouragement fund  See: encouragement account
fellowship gifted n.  an exceptional condition of personality that allows the individual to form and maintain close friendships.
fifth neighbor n.  1. the fifth person in a circle of friends.  2. any person who is specified by name as a receiver of an encouragement fund, which is managed by a fourth neighbor. See: first neighbor.
fifth sponsor n.  the fourth sponsor of a person’s first neighbor. The fifth in a string of sponsors, counting up-string from the receiver: She is a fifth sponsor. See: second sponsor, third sponsor, fourth sponsor.
first neighbor n.  1. the first person in a circle of friends.  2. a member of NeighborVision who manages an encouragement fund in which a second neighbor is specified by named: Dan is David’s first neighbor. SYN: first sponsor. See: budget manager.
first sponsor n.  a first neighbor. See: first neighbor.
fourth neighbor n.  1. the fourth person in a circle of friends. The third neighbor of your second neighbor.  2. any person who is specified by name as a receiver of an encouragement fund, which is managed by a third neighbor. See: first neighbor.
fourth sponsor n.  the third sponsor of a person’s first neighbor. The fourth in a string sponsors, counting up-string from the receiver: See: second sponsor, third sponsor.

fractional account n.  an account that has a matching rate of less than one hundred percent.

fractional fund  See: fractional account.

fractional support  See: fractional account.

fund v.i.  to contribute to. to give.  – n.  See: budget fund.

general friend n.  a moderate or typical relationship. See: close friend.
gleaning fund n.  an account that the budget manager names, in the dedication list, to receive funds that lapse from other accounts. Examples: A secondary fund closes and the balance is less than $40, or a primary account with a vested balance closed and the account has no closing assignees, then the residual funds may laps into a gleaning fund. A charity named by the budget manager.
match  See: matching fund.

matching account  See: matching fund.

matching fund n.  any NeighborVision account that provides funds to match contributions form another source, i.e. a 70/30 matching fund. SYN: matching account, combining account, combining fund.
matching rate nthe percentage of ministry expenses paid by an account. See: matching fund, Table of Matching Rates.
ministry account  See: community fund.

ministry circle  See: circle of friends.

ministry format  See: ministry outline.

ministry fund  See: community fund.

ministry outline n.  any program of spiritual encouragement that is divided into small steps. Ministry outlines are most often used by first neighbors to encourage a second neighbor: I learned to use the encouragement card ministry outline first, because my first neighbor used it with me. SYN: ministry format, ministry plan.
neighbor v.i.  to be near.  n.  a person who is near another. See: NeighborVision neighbor.
NeighborVision n.  a Christian mission agency. The agency provides matching funds to short-term, part-time missionaries. The ministry’s primary mission is to strengthen the faithful relationship between neighbors. 
NeighborVision member n.  a member of the NeighborVision mission agency. SYN: budget manager. 
NeighborVision neighbor n.  any first neighbor, receiver, or co-sponsor in NeighborVision.
NeighborVision Seal of Commitment n.  1. a short mission statement professed by NeighborVision, "Our Commitment Is to Strengthen the Faithful Relationship Between Neighbors".  2. A one inch disk of paper imprinted with the words "NeighborLink Seal of Commitment". The disk may be attached to a NeighborVision document. 
new receiver n.  a person who has a minor involvement in NeighborVision. They do not have a first neighbor and have received little or no assistants from NeighborVision in the past five years. New receiver and receiver are not synonymous. See: receiver.
non-budget funds n.  funds provided by the receiver to match an access account. These funds are not donations to NeighborVision and are not placed in a NeighborVision account: Joe had $35 in his 70% access account, and he matched it with $15 of non-budget funds (his own money) to by a $50 atlas of Israel. SYN: receiver funds.
potential matching funds n.  contributions that are unmatched and  not ready for transfer to an access account. SYN: potential funds. See: ready funds.
preliminary outline n.  any program of spiritual encouragement for new receivers, especially one that is divided into small steps. See: new receivers, ministry outline.
primary account  See: primary fund.
primary fund n.  any NeighborVision account that holds the contributions of the budget manager and accepts no gifts from other sources. See Outline of Source Accounts .
ready funds n.  the portion of support or community funds that is matched and ready for transfer to an access account. See: potential matching funds.
receiver n.  a person who is eligible to receive assistance from a NeighborVision account. The receivers are specified in the dedication list. They are identified by group characteristics or by name. Receiver and new receiver are not synonymous. See: new receiver, second neighbor.
receiver funds  See: non-budget funds.
reserve account  See: reserve fund.
reserve fund n.  one of four types of sub-accounts. An emergency fund that is dedicated to a specific NeighborVision associate, especially for assistance with foreign powers and principalities, emergency travel, medical aid, and shelter. SYN: reserve account. See: associates and sub-account.
seal of commitment  See: NeighborVision Seal of Commitment.
second neighbor n.  1. the second person in a circle of friends.  2. a receiver of an encouragement fund, if they are specified by name in the dedication list: Dan is my second neighbor and David is my third neighbor. 3. In the collective sense of our neighbor: a second neighbor of your second neighbor. My second neighbor and I have a second neighbor - who is my third neighbor. second sponsor n.  the sponsor of a sponsor: A person who sponsors my first neighbor, is my second sponsor. See: sponsor, third sponsor, fourth sponsor.
secondary account  See: secondary fund.
secondary fund n.  any NeighborVision account that holds the contributions of co-sponsors and accepts no contributions form the budget manager. See Outline of Source Accounts .
seventh neighbor n.  1. the seventh person in a circle of friends.  2. any person who is specified by name as a receiver of an encouragement fund, which is managed by a sixth neighbor. See: first neighbor.
service fund  See: access fund.
sixth neighbor n.  1. the sixth person in a circle of friends.  2. any person who is specified by name as a receiver of an encouragement fund, which is managed by a fifth neighbor. See: first neighbor.
sixth sponsor n.  the fifth sponsor of a person’s first neighbor. The sixth in a string sponsors, counting up-string from the receiver: She is your fifth sponsor and I am your sixth sponsor. See: second sponsor, third sponsor, fourth sponsor.
source account n.  three categories of funds within an encouragement account. The categories are primary funds, secondary funds, and access funds. See: primary fund, secondary fund, access fund, Outline of Source Accounts.
sponsor v.i.  to manage an encouragement account for one or more receivers.   n. a member of NeighborVision who manages an account for the receiver(s): She is my sponsor. SYN: budget manager. See: first neighbor.
string of neighbors n.  a subgroup within NeighborVision, including one member and their second, third, and fourth neighbors, plus a fifth, sixth, and seventh neighbor, for longer strings. Each person in the string is the first neighbor of the next person down the string, and each person in the string is the second neighbor of the next person up the string. A first neighbor names his second neighbor as a receiver in one of his accounts and gives him general assistance and encouragement, but this second neighbor cannot name his/her own first neighbor as a receiver of any budget account. Each person in the string gives general assistance and encouragement to the next neighbor down the string. See: first neighbor, second neighbor, circle of friends.
sub-account n.  there are up to four types of sub-accounts within a source account. The four types of sub-accounts are, community funds, reserve funds, support funds, and undedicated funds. See: encouragement account. See Outline of Source Accounts.
support account  See: support fund.
support fund n.  one of four types of sub-accounts. A NeighborVision account that is dedicated exclusively to the payment of NeighborVision fees, i.e. NeighborVision printed materials, NeighborVision programs, NeighborVision retreats. SYN: support account. See: sub-account.
third neighbor n.  1. the third person in a circle of friends. The second neighbor of a your second neighbor: Rick is David's second neighbor and he is Dan's third neighbor.  2. any person who is specified by name as a receiver of an encouragement fund, which is managed by a second neighbor. See: first neighbor, second neighbor.
third sponsor n.  the second sponsor of a person’s first neighbor. The third in a string sponsors, counting up-string from the receiver: She is a third sponsor. See: second sponsor, fourth sponsor.
unconditional funds  See: unconditional sub-account.
unconditional sub-account n.  any sub-account that has no special limitations placed on its usage by the dedication list. See: conditional sub-account.
undedicated account  See: undedicated fund.
undedicated fund n.  one of four types of sub-accounts. A NeighborVision account that is not committed to a purpose. These funds are the member’s personal property and may be withdrawn from NeighborVision at any time. SYN: undedicated account.
un-rated account n.  any account that has a matching rate of 100%. SYN: not rated, no rate account, or un-rated support.
un-rated support  See: un-rated account.
vested funds n.  contributions within an account that are wholly committed to that account. They may not be used for any other purpose. They may not be transferred to an undedicated fund except as reimbursement for expenses allowed by the dedication list.

All funds in secondary accounts are vested.

Primary funds are vested to the extent that they are matched by secondary funds.

The Vesting Equation: If the primary rate, plus the secondary rate, equals less than one hundred (percent), the vested portion of the primary fund is zero.

If the primary rate, plus the secondary rate are equal to or grater than one hundred (percent), then the following equation applies.

The vested portion of the primary fund is equal to the secondary balance divided by, the secondary rate, divided by, one hundred (percent) minus the secondary rate.  vp = sb / ( sr / ( 100 – sr ) )

The "sr" function of the equation above may be two or more secondary rates, combined – if the dedication list does not restrict combining.

Example: When a 70% secondary fund has a balance of $35 and the 30% primary balance is $200, then the vested portion in the primary account is $15. 

Example: When a 30% secondary fund has a balance of $30 and a 70% primary has a balance of $200, then the vested portion in the primary account is $70.

Primary funds with a matching rate of 100% are an exception to the vesting equation. All funds in those accounts are vested.
